You may not need to consent to non-personal data collection such as telemetry data, hence the two options for telemetry are independent from the first one. You need to consent to "send personal information" in order for MS to be able to collect all the data they's actually like (at least within the EU) Not entirely sure either, but this is how I read it (and, I think, the only way it would be compliant to the GDPR): Where the biggest break is a lack of an option "Send no diagnostic data". But since I can't change the Full/Basic setting in either state it seems its fundamentally broken. Just set up Outlook on my home machine and I see the same behavior. If I type Doug Loew (my boss) his name will be at the top of the suggestions, but the auto select thing always lands on some other Doug who I don’t know. Auto-suggest functions as expected for me. It's not useful and has been broken like this for many versions now. Now, if I were to type the first entry disappears, moving to the first item, and keeps it selected. Somewhat expected, it enters the one that was highlighted (but not the one I entered). Hit enter, because I've now typed an entire email address.
